이번 앨범은 동명의 타이틀 곡 'Who Are You'를 포함한 총 7곡이 수록되어 있으며, 수호가 2024년 5월 발표한 세 번째 미니앨범 '점선면 (1 to 3)' 이후 1년 4개월 만에 선보이는 새로운 솔로 앨범이다.
2020년 솔로 데뷔 이후 수호는 3장의 미니앨범에 걸쳐 다양한 록 음악을 선사하고 '수호 장르'를 구축해온 만큼, 또 다른 분위기의 록 음악을 담은 이번 앨범 역시 전 세계 팬들의 좋은 반응을 얻을 전망이다.
